Campus Security Act Information Disclosure and Annual Security Report

Under the Crime Awareness Campus Security Act of 1990, as amended by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), Installer Institute is required to provide all students and faculty with the following safety information about the Installer Institute campus. This Annual Security Report has also been updated to reflect changes in crime reporting, policies and procedures required by the Violence Against Women Reauthorization Act of 2013 (VAWA) effective July 1, 2015.

Reporting by the Director

  1. Receive notice of any potential emergency on campus
  2. If not yet contacted, call emergency authorities if necessary
  3. Determine and declare state of emergency
  4. Notify Staff and Faculty of appropriate emergency procedure
  5. In the event of an evacuation, coordinate a headcount of all Students, Visitors, and staff, once clear
  6. Non-evacuation incidents - ensure emergency location(s) stay clear
  7. Once emergency has been neutralized, give the ALL CLEAR to return and proceed as normal

Reporting by Staff or Faculty

  1. If life-threatening, contact 911, then notify Director of emergency
  2. Start emergency procedure indicated by Director
  3. In the event of an evacuation, direct students to safe zones
  4. Report to Director a headcount of Students/Visitors, note any unaccounted or missing
  5. Non-evacuation incidents - assist in keeping all Students and Visitors away from emergency area(s)
  6. Once emergency has been cleared by Director, return and proceed as normal

Crime Reporting Procedures

Installer Institute reserves the right to report any incident which constitutes a crime under local, state, or federal law. Any activity which would constitute a felony crime MUST be reported to the appropriate law enforcement agency. Such crimes include, but are not limit to: murder, forcible and non-forcible sex offenses, rape, robbery, aggravated assault, burglary, arson, and motor vehicle theft. In case of an emergency or criminal action, students and staff are authorized to call 911.

The School Director should be notified immediately whenever emergency assistance has been called.

Weapons: The unauthorized possession and/or use of any weapon are strictly prohibited on school property or any property owned by Installer Institute and are cause for immediate dismissal. Weapons may include such items as firearms, explosives, unauthorized possession of a knife, etc.

Sex Offenses: To include but not limited to (Alleged dating violence, domestic violence, sexual assault or stalking. Students and employees should immediately report all alleged sex offenses to the school director. Physical evidence is crucial for the successful prosecution of sex offenders and, therefore, should be preserved for proof of a criminal offense. Students and employees will be informed of their option to contact the local police. Installer Institute personnel will assist the student or employee in notifying police authorities, if desired. Victims of sexual offenses will be referred to professional counselors as necessary or desired by the victim.

Installer Institute's final determination will be limited to the alleged sex offense and any sanction imposed against the accused. Installer Institute may impose any of the following sanctions as a result of a disciplinary proceeding regarding rape, or other forcible and non-forcible sex offense: Administratively dismissed or suspend the accused student or employee. Dismiss the accuser`s accusations as unfounded, if appropriate. Terminate offender.

Forcible - any sexual act directed against another person, forcibly and/or against that person's will; or not forcibly or against the person’s will where the victim is incapable of giving consent. (Forcible rape, forcible sodomy, sexual assault with an object, forcible fondling)
Non-forcible - unlawful, non-forcible sexual intercourse (incest, statutory rape)

Missing Students

For the purposes of this policy a student may be considered to be a "missing person" if the person's absence from school is contrary to his/her usual pattern of behavior and unusual circumstances may have caused the absence. Such circumstances could include, but not be limited to, a report or suspicion that the person may be a victim of foul play, has expressed suicidal thoughts, is drug dependent, is in a life threatening situation, has been with persons who may endanger the student's welfare, or is overdue to return to campus and is unheard from after giving a specific return time to friends or family.

Students under the age of 18: If a student under the age of 18 is determined to be missing, Installer Institute is required to notify a custodial parent or guardian no more than 24 hours after the student is determined to be missing.

All enrolled students: If a student is determined to be missing, the Institute will notify law enforcement agency not later than 24 hours after the determination has been made.

Missing Student Procedure

a. Any individual on campus who has information that a student may be a missing person must notify their Instructor or school Director.

b. The Director will gather all essential information about the missing student from the reporting person, from student's acquaintances and any other Installer Institute Staff or Faculty member with information sources. Such information will include a physical description, mobile phone number, clothes last worn, where the student might be, who the student might be with, vehicle description, information about the physical and emotional well-being of the student, an up to date photograph, a class schedule and when last attended class.

c. Appropriate campus staff will be notified to aid in the search and location of the student. Contact with the student should be attempted using text messaging, mobile phone calls, social media and e-mail.

d. If search efforts are unsuccessful in locating the student in a reasonable amount of time or it is apparent immediately that the student is a missing person (e.g. witnessed abduction), or it has been determined that the student has been missing for more than 24 hours, the School Director will contact the Holly Hill Police Department or appropriate local law enforcement agency to report the student as a missing person. At that point the Holly Hill Police Department would take over the investigation with the assistance of the School Director, Faculty and Staff.

No later than 24 hours after determining that a student is missing, the School Director will notify the emergency contact previously identified by the student (for students 18 and over) or the custodial parent/guardian (for students under the age of 18) and advise that the student is believed to be missing.

Communications about missing students

a. The Director is the designated spokesperson to handle media inquiries concerning a missing student.

b. The local law enforcement agency in charge of the investigation and the School Director will be consult with them, prior to any information release from the Institute, so as not to jeopardize any investigation.

c. Information provided to the media to elicit public assistance in the search for the missing person will be handled by the local law enforcement agency.

Timely Warning Provision: Installer Institute will make timely reports to the campus community on crimes that are considered a threat to other students and employees. Timely reporting to students on campus for this purpose will be decided on a case-by-case basis in light of all the facts surrounding an alleged crime, including factors such as the nature of the crime, the continuing danger to students on campus, and the possible risk of compromising law enforcement efforts. Depending on the particular circumstance of the crime, especially in all situations that could pose an immediate threat to the community and individuals, the School Director is responsible for the timely warning, and they will be issued to students verbally in class, and manually posted on a student bulletin board, providing the school personnel and students with more immediate notification. Anyone with information warranting a timely warning should report the circumstances to the School Director. Incident Reporting Procedures: Installer Institute has developed reporting forms to encourage and ensure the proper recording of criminal actions or emergencies on campus.

All faculty and staff must report crime and emergency situations to ensure proper record keeping and follow up for each incident. Incident Report Forms should be completed and filed with the School Director within 48 hours of the incident. Safety and Security Programming Crime prevention and personal safety are issues that concern all staff, faculty, and students at Installer Institute. For students, these issues are initially addressed during new student orientation, and annually thereafter when the policy is distributed. For staff and faculty, these issues are discussed during new hire orientation.

The report will show the number of incidents on campus, including housing facilities, parking lot, and adjacent streets. At any time, statistics can be accessed from Installer Institute’s Administrative Office or on its website,

Although Installer Institute does not employ security personnel, Installer Institute has a working relationship with the local police who are able to support and provide services promptly in the event of an incident. Installer Institute encourages accurate and prompt reporting of all crimes to the local police.

Campus Security Authorities

The Director of Installer Institute, 1524 Ridgewood Avenue, Holly Hill, FL 32117, 1-800-354-6782, is responsible for the Campus Safety and Security Compliance. Installer Institute also follows the direction of Abe Agront, Director of Safety for Metra Electronics.

Building Security

Front door access to the institute is open to the public from 8:30 a.m. to 5 p.m., Monday through Friday. Installer Institute utilizes a security camera system which monitors all critical areas of the building. Keys to Installer Institute are only issued to School Director, Instructors and Safety Director. The loaning and/or duplication of keys is strictly prohibited.

Maintenance of the institute is provided by Metra Electronics Maintenance Crew. They are responsible for Maintaining the building inside and out, along with making sure that hazardous conditions are kept to a bare minimum. Any potential safety or maintenance issues should be reported to Institute staff. The director or staff will then submit an email work order to the maintenance department. Maintenance is available Monday through Friday from 8:00 a.m. to 3:00 p.m.

Cancellation Annoucement

Unless notified by a Director, employees are to report to work on all regularly scheduled days, regardless of weather conditions. If an employee is unable to report to work due to weather conditions, they must contact their Director as soon as possible. In the event that the institute closes due to severe weather conditions, or another reason, employees will not be required to report to work and will be notified via mass email. Should an extreme weather situation occur, the Director will notify all employees of how the institute will be proceeding with regards to disruption of workday or class.

Emergency Notification

All instructors are required to have their cellphones on them at all times as a means for emergency contact. Should an incident arise, the employee involved may send an alert via cellphone to the Director. When a cellular alert is received by the Director, the Director will immediately begin implementing the necessary emergency procedures. Such procedure may involve calling or texting instructors conducting class to notify them of the situation if direct communication is not possible, or safe.

Law Enforcement Agency

Installer Institute does not have security personnel on-site but is under the Holly Hill Police Department Jurisdiction that can be reached by dialing 911 for emergencies or 386-248-9475.

Evacuation Procedure

All students are made aware of the two exits during mandatory Orientation prior to beginning their program. All employees have been trained concerning evacuation plans and will promptly escort all everyone out of the building via the nearest exit. Once clear of the building, occupants go to the designated “safe” area and wait until the Director has conducted a head count. Each staff/faculty member is responsible for reporting to the Director an accurate head count of the visitors/students for which they are responsible. They must also note any students who were absent. The designated “Safe” areas in both the front and south side of the building are across in the parking lot near the grassy area. No one is to re-enter the building for any reason until the Fire Department, or other responsible agency, has indicated that the building is safe for re-entry and the Director has issued the ALL CLEAR.

Lockdown Procedure

Lockdown procedures vary depending on the severity of the situation. A basic lockdown involves the instructor ensuring all students remain in the classroom until the ALL CLEAR is given. A more serious situation would require the instructor to lock all doors to their classroom, move the students to the safest area within, do a headcount, turn out the lights, and then notify the Director via cellphone if any students are missing and the current status. Regardless the severity of the situation, the instructor will inform the students that an emergency situation has occurred and everyone must remain calm and quiet in the classroom until further notice. No one is to leave their area until the ALL CLEAR has been given by the Director.
